Problems using cmd.exe

Server started acting up this weekend when trying to use a program that works with cmd.exe Even when trying to launch as administrator we'll receive an error. Attached pop error and event log error.

These are the Application event error and CMD error upon launch.

We've even went so far as to add a rule.

We have the Execution Control feature enabled, memory protection disabled, Script as updater disabled and self-approval disabled because of different KB articles found.
