Block upload Attachment on webmail

After numurous failed attempts to block attachment via web mail using Web Gateway we decided to try using HDLP, this works fine for major webmail providers but does not work for outlook.live.com. Has anyone seen this before?

   May I know which policy you are using? web protection or mail protection?
