So, you have a windows GPO that's blocking access to removable storage, and you'd like Device Control to override the windows GPO and allow access? I don't think that's possible since Device Control doesn't work off of GPOs, it uses its own policies and rulesets to block or allow access. You can set someone as a privileged user in your Device Control policy, but windows will still block access per the GPO.
