MSME triggering IIS restarts

Weird one - has anybody seen similar?

Servers OS2016, Exchange 2016 CU22 and 23, MSME 8.7 EPO 5.10

We have had some exchange boxes managed for months by EPO for Agent, VirusScan and ENS. These boxes also had MSME installed but it was not EPO managed so brought them under EPO policy management last week.

Since then when the daily root cert deployment takes place. MSME is triggering IIS restarts. Now the daily root cert has been running for months and MSME was always present - and the systems were fine. But now the MSME is managed there seems to be a conflict.  We have other accounts with the same setup and they are not seeing the problem but they are MSME 8.6 and 8.8.

anybody any ideas?
