As I understand I need to create a custom on-demand scan on ePO and the name of this task will be scan_ID and latter I can execute it from cmd on the machine. 

Correct me if I am wrong.

Thank you for your response. Let me clarify this.

The Custom on Demand Scan task needs to be created - YES

Can ePO be used for creating the task - YES

Can Endpoint Client console UI be used for this - YES

Is the name of the custom On Demand Scan task = Scan_ID? - NO

How do I view the Scan_ID? By running this command in command prompt amcfg.exe /scan /list
