we have our OAS set to clean or delete a malicious file when the scanner finds it. If it cleans, that's great. If it deletes the file, it deletes it from the system but it is still recoverable via the quarantine folder. I assume this is by design? Please advise. Thanks.

Yes you are correct, if delete action is taken on a file it would still be available in the Quarantine Directory for 30 days and recoverable.

Quarantine folder records the deleted files as designed.
If deleted falsely, you can restore from Quarantine and provide to our labs for suppression.
