IPS NS3100 rebooting constantly

First, Appliance was connected to the NSP and all attempts of firmware upgrade failed. Was decided to remove device from NSP and perform factoryreset. After reboot during the configuration Device start rebooting itself. Current software on the device is 9.1.5.40. Have no idea how to solve the issue now. What next step must be taken to resolve the reboot problem and upgrade the Software version?
