Configuration error Security for SharePoint portal ui

Evening,

 

I am trying to install Sharepoint Security 3.5 in our test environment. Everything appears to install successfully but when i attempt to access the portal shield ui at localhost:45900/Portalshield it gives me the following error: An error occurred loading a configuration file: Failed to start monitoring changes to "C:\inetpub\wwwroot\web.config" because access is denied.

Can anyone tell me what i might be missing here as there is no web.config file at this location. is it attempting to create one or perhaps pointing to the wrong location?
