Currently we had VSE patch 10 , But some auquired new laptops are configred with Win10 Build version 1803 , So we tried to install patch 10 , seems it not supported as per current release notes.
Do we have any options for this Laptop to install patch 10? or we can directly go for patch11 is it possible direct new patch 11 deployment
Unfortunately, Patch 10 is not supported with Windows 10m 1803. You will have to use Patch 11 if you are wanting to support Windows 10 1803 (April Update). We have already deployed Patch 11 to over 1500 systems and have had no reports of issues.

We're using Patch 11 with 1803 but on every reboot it says McAfee is turned off and out of date, Windows Defender then kicks in. I understand there is a hotfix for this but only for Patch 10.
There is no hotfix to address this issue in Patch 11 as of yet. The KB article below states that it was too late to incorporate the fix into Patch 11. However, they did release a hotfix for Patch 10 to address this issue. Hopefully we will get a solution soon.
Means Can we consider the VSE patch 11 version relaesed as hotfix for This VSE patch 10 problems like not installing the VSE on win version Build no:1803.
If you are trying to support Windows 10 (1803) then you have to go to Patch 11. Patch 10 even with the hotfix does not support Windows 10 (1803) April Update.

Correct, HF1225180 is only compatible with Patch 10.

Until a new HF or an updated version of HF1225180 is created, try this workaround:
Reset the Windows Security Center (WSC) state for VSE:
1. Open a command prompt as an administrator:
a. Click Start.
b. In the Start Search box, type cmd, and then press CTRL+SHIFT+ENTER
c. If the User Account Control dialog box appears, confirm that the
action it displays is what you want, and then click Continue.
2. From an Administrator command shell, type the following commands:
CD C:\Program Files (x86)\McAfee\VirusScan Enterprise\
WscAVExe.exe /eu
3. Close the command window.
