What do You mean with "specific .exe file" ?
There's only one type of .exe file afaik.

If You need to block a download from a specific Website, You may establish a block rule similar to the example shown below:

Also You may want to insert URL lists for future extension.

Hi,

Hope you are doing well.

You can also try creating a rule using criteria MediaType,EnsuredTypes  and URL.host/URL and set action as Block

Application/executable will be the media type.

Note:-  If the URL is HTTPS, then make sure SSL Scanning is enabled for this traffic for blocking to happen.
