but in doing so it shows me this error:
I created an exception in the "white list" and I am also allowed to port 8080 but I still can not connect to that URL .. and when access without proxy entered without problems ..

Output you provided clearly states that your MWG is not able to reach turnos.sanatoriodelamujer.com.ar on port 8080.
Request you to get this connectivity issue resolved. The issue is here is between MWG and this desination server.
Below is the working output at my end:-
[root@mwgappl ~]# telnet turnos.sanatoriodelamujer.com.ar 8080
Trying 190.220.248.164...
Connected to turnos.sanatoriodelamujer.com.ar.
Escape character is '^]'.
You can also check output using IP Address as well by executing below command:-
telnet 190.220.248.164 8080

The problem happens using any web browser: I.E, Firefox, Chrome
I think it must be your browser and/or its Add-Ons doing this. I have no problem goijng there in Firefox x64 v65.

This URL turnos.sanatoriodelamujer.com.ar works on port 8080. Is port 8080 allowed for MWG to internet.
You can check by doing telnet/wget to this URL on port 8080 from MWG CLI and see if MWG is able to connect to this URL or not.

you need to allow MWG to reach the destination server on port 8080 on the upstream network of MWG .
if you have firewall ahead of MWG then make sure you have port 8080 opened over their for MWG.
request you to provide me output of the commands I mentioned in my previous reply .
I used the following command
telnet turnos.sanatoriodelamujer.com.ar 8080
and the answer is the following:
Connecting to turnos.sanatoriodelamujer.com.ar ... Can not open the connection to the host, in port 8080: Error in the connection
Note: we use wpad to get our computers out to the internet
