We have configured our MWG to have multiple outgoing proxy port(different ISP). We have been encountering issue before that mwg does not respond(reply) to the correct port. MWG upgrade has been recently done to fix this.
We are encountering new issues, suspicion was that one of the outgoing proxy port is down. Are there any way to check the connectivity of outgoing port of MWG to the internet? also route it as a fail over?

MWG only monitors if there are next-hop proxies used, which are explicitly configured as a next-hop proxy in one of the Enable Next-Hop Proxy events. If MWG sees a problem with the next-hops it will write an alert to the Dashboard.
If the control of the traffic is done routing wise by using different outgoing IP addresses and so do routing differently there is no monitoring, since MWG does not really care but relies on the network being working as expected.
I recommend to collect data when another issue occurs so we can fully understand what the problem is. Once this is understood we also should be able to make a recommendation on how to monitor/alert in case of problems.

can you share a few more details on the outgoing traffic? How is it decided which path to go? Do you have multiple upstream proxies or use different outgoing IP addresses?
Note: From the description I think we may have to collect data and analyze it, so I would like to recommend filing a service request with support, which might be the quicker approach to solve the problem.

the outgoing traffic is based on the rules on the MWG. We use different outgoing IP addresses which are different ISP. I really don't know if a firewall with webfiltering service can be considered an upstream proxy, but we do have that.
Will do that if another incident arises, however, i was just wondering if there anything we can to check the uptime of all of the outgoing IP addresses
