SSL certificate chain

We are currently using our MWGs as ICAP servers running ICAPS. We have uploaded the certificate (it included the server, intermediate and root) for the SSL handshake. When our client (has the root installed) tries to connect, the chain isnt built. We are trying to find out if the MWG is supposed to or can present the intermediate certificate as well?
