Deploying agent to rogue machines using filter

I've setup a reponse on EPO4 to push the mcafee agent to machines that are detected as rogue. This works fine - but when I add in a filter to only push the agents to a certain subnet or IP range then the agent is no longer pushed out. I can see machines in the ip range being reported as rogue but the agent doesn't get pushed out?

Anyone experienced problems like this before?
