Distributed Repository Pull Error Code 2

I have setup two ePO servers on Windows, same subnet, no firewall.

Top server is connected to the Internet and getting the master repository updated. Also this is creating Distributed repository on web server. Todays ENS signature file is 4848.

On downstream server, I have pointed to upstream for AMCore signature download. When I run the Pull task, I get the following error.

Downloading package Current\AMCORDAT2000\DAT\4848.0\0000
Failed to download file Current\AMCORDAT2000\DAT\0000\amupdate.dat from site x.x.x.x:80, error code 2 ( The system cannot find the file specified. )

Any advise, the downstream server detects the new signature 4848 on webserver but unable to download to its local repository.

The same task if I perform thru UNC repository it works but I need to use web repository. I am getting the following error as shown in the screenshot.

Did you follow KB82581 for how to update epo from another epo server for importing the keys from the source server?  Does replication succeed to your webserver distributed repository?  What permissions are set on the http repository?  Do the IIS logs on the http repository show any errors?
