Is it normal for ePO to make multiple queries to the database?

Yes, epo can have several hundred connections open at a time.  When I would be concerned is if the connection threads are excessive as in 10's of thousands or more.  If you are experiencing slowness when this occurs, you might want to open ticket with us to ensure there is no connection leak.

To add to this - do you use the Network Security Manager?  If so please see KB92859 - one of the possible symptoms of this issue is many sleeping "select top 1 * from eposerverinfo" queries as shown in your sp_whoisactive screenshot. This can be resolved by upgrading the NSM extension.
