There are a number of variables that can be used with VirusScan. The VirusScan Enterprise 8.x exclusion variable %ProgramFiles% defaults to %ProgramFiles(x86)% only on the 64-bit Operating Systems (KB52744).

It should as long as it is a system environment variable (so VSE can resolve it in the SYSTEM user context). Also check if it ends with a backslash.
