On-Access Scanning tiworker.exe

Using VSE 8.8 Patch 4. our on-access scanner policy for servers is configured to not scan trusted installers. However, on Windows 2012 R2, when I install windows updates I see the CPU spike with the tiworker.exe and mcsheild.exe. Is this expected?
