Permission Sets & AD Sync

From what I can find:

Only a global admin can set the synchronization type of a group

So if I have a group admin who also manages an associated group (OU) in active directory they can't set the synchronization type?

Or I totally missed how to make this happen (seems to be more of my norm nowadays)
