ePO 4.0 Policy Permissions - How to set?

We are going to manage server and workstation machines with ePO. I would like the workstation admins to be able to manage the workstation policies without affecting the server policies. How can I do this?

I suspect it's done via Policy Owner, but all policies have Global Administrators as the owner, and when I click it everything is greyed out -- I can't select individual users.
