I am afraid, there is no such option to throttle the CPU for ATP scanning, although, this option is only available with the ODS feature. Alternatively, you may identify which feature in ATP causing the CPU spike, in the ATP policy in epo, such as Credential Theft Protection, Enable enhanced remediation etc in the ATP policy once you have identified then module and run Process monitor by having that feature enabled and through procmon you will be able to identify which process is consuming CPU spike and add them in the ATP exclusions, additionally, I would suggest you upgrade your ENS to the latest 10.7.0 Nov 2022 update, we have fixed a lot of performance related issues in this patch release.
