DLP menu not displayed in EPO. DLP Getting Started is not either

On 11/28 I upgraded the DLP extension in my on-premise EPO (5.10 rollup 13) to version 11.9.101.3 because it was required in order to upgrade EPO to rollup 15. Since rollup 15 also had CSR upgrade requirements and the upgrade broke my existing CSR configuration, I restored my EPO server back to rollup 13. After doing so I still see the DLP 11.9.101.3 extension, but there aren't any DLP/Data Protection options in the EPO menu. DLP Getting Started is not listed either. I've tried to remove the extension for 11.9.101.3 so I can install the extension for 11.6.700.18, but the extension will not remove. Please provide instructions for either removing 11.9.101.3 extension from EPO 5.10 rollup 13, or instructions which will return the DLP menu.  Also cannot view DLP policies.  I opened a SR yesterday morning and the MER capture from the EPO server was uploaded, but haven't been contacted by anybody at Trellix support.    SR = 4-23494688741. 

(Screenshot attached displays what happens when I attempt to remove the DLP extension from EPO.  It just shows the "McAfee" banner with the pinwheel.  I haven't attempted to time how long it stays like that, but it stays this way for at least an hour.)
