@haaris AP rules are one quick & efficient way that you could achieve this. You could also choose to define the file as a custom Potentially Unwanted Program within your ENSTP Options policy, which would generate a detection and quarantine the file when downloaded.
You cannot efficiently use Web Control for this as its site download blocking is based on Rating Actions for the whole web page. So, in order to block a download, the site would have to have a rating which met or exceeded your threshold setting for blocking downloads from a website. Since the file can be downloaded currently, it would not seem that our rating for the site meets the violation threshold, and so you would have to instead block the page, which doesn't sound like your goal.
